PCWA Board of Directors


The five member Board of Directors comprise the governing body of Placer County Water Agency. Each Director is elected to a four-year term by the registered voters in five geographic districts of Placer County. The PCWA Board of Directors' district boundaries are coterminous—meaning they share the same boundaries—with the Placer County Board of Supervisors' districts. Each Director represents the members of the public within their respective district, as well as the general public within the Agency's 1,500 square mile county-wide jurisdiction of Placer County.

Election Procedure and Deadlines: Elections are held bi-annually (even years). More information can be found at the Placer County Elections Office.

Jefferson Willoughby, District 1

Term of office expires in 2026

Appointed in May 2026 to the PCWA Board of Directors to fill the unexpired term of retired Director Gray Allen, Mr. Willoughby represents District 1, which includes most of the City of Roseville, plus portions of unincorporated west Placer County. Mr. Willoughby has been a Roseville resident for over 30 years, working for local and national companies in the telecommunications industry with emphasis on data center development. He has also been responsible for significant IT modernization efforts in civil service and currently serves as a Chief Technology Officer for the State of California. Mr. Willoughby has served the Roseville community as a member and chair of several Boards, Commissions, and Foundation entities, including the Roseville Independent Redistricting Commission.

PCWA Board of Directors' Boundaries

The PCWA Board of Directors' district boundaries coincide with the Placer County Board of Supervisors' district boundaries. Pursuant to the Placer County Water Agency Act, the Agency consists of all of the territory within the exterior boundaries of the County of Placer.
