Old State Highway Pipeline Replacement Project

Placer County Water Agency (PCWA) and South Placer Municipal Utility District (SPMUD) are partnering to deliver vital infrastructure upgrades in the heart of Newcastle. This coordinated effort will replace aging water and sewer pipelines, improve fire protection, and restore the roadway surface along Old State Highway and Buena Vista Avenue—enhancing long-term service reliability and community resilience.

Project Overview

This joint project will modernize critical water and sewer infrastructure while minimizing disruption through coordinated trenching and paving. By working together, PCWA and SPMUD are reducing neighborhood impacts and delivering cost-effective improvements for shared customers.

Key Improvements Include:

• Replacement of 1,654 feet of 8-inch water mains and 22 water service connections

• Replacement of 1,700 feet of 6-inch sewer mains and 17 sewer lower laterals

• Installation of 5 new fire hydrants

• Restoration of 33,871 square feet of roadway with full-width grind and overlay in key areas

What to Expect During Construction

Work Hours: Monday–Friday, 7:00 a.m. – 5:00 p.m.

Traffic Impacts: Expect lane closures and delays along Old State Highway and Buena Vista Avenue. Alternating one-way traffic flows will be maintained using flaggers.

Expect delays while traveling through the construction zone. Motorists should consider alternate routes.

On-Street Parking: “No Parking” signs will be posted at least 24 hours in advance of work.

Outage Notifications: Door hangers and/or direct notices will be provided ahead of any water or sewer service interruptions.
