Summary of Proposed Ordinance and Consideration of Final Adoption

NOTICE IS HEREBY GIVEN that the Placer County Water Agency Board of Directors introduced and conducted a first reading (oral reading waived) of the proposed ordinance described below at its regular meeting on August 20, 2026.

NOTICE IS FURTHER GIVEN that consideration of final adoption of the proposed ordinance will be on Thursday, September 3, 2026, at 2:00 p.m. or soon thereafter at the PCWA Business Center, 144 Ferguson Road, Auburn, CA 95603.

Summary of Proposed Ordinance

If adopted, the proposed ordinance will prohibit water theft, unauthorized use, and tampering of Agency water facilities and will set corresponding fines, penalties, and enforcement measures. The proposed ordinance authorizes enforcement actions and sets graduated penalties for initial and recurring violations of water theft pursuant to California Government Code sections 53069.45 and 53069.46. The fines and penalties range from $130 to $10,000 depending on type of theft, number of recurrences by an offender, and timeframe. The highest penalty of $10,000 is associated with more than two (2) unauthorized connections to Agency fire hydrants performed by the same offender. The proposed ordinance includes an enforcement and appeals process.
