NOTICE IS HEREBY GIVEN that the Placer County Water Agency Board of Directors introduced and conducted a first reading (oral reading waived) of the ordinance described below at its regular meeting on August 20, 2026.
NOTICE IS FURTHER GIVEN that the Placer County Water Agency Board of Directors adopted Ordinance No. 11 Prohibiting Water Theft, Unauthorized Use, and Tampering of Agency Water Facilities, and Setting Corresponding Fines, Penalties, and Enforcement Measures for Violations at its regular meeting on September 3, 2026, by the following roll call vote:

NOTICE IS FURTHER GIVEN that the Placer County Water Agency’s Ordinance No. 11 becomes effective October 3, 2026.
Summary Ordinance
Ordinance No. 11 prohibits water theft, unauthorized use, and tampering of Agency water facilities and sets corresponding fines, penalties, and enforcement measures. The ordinance authorizes enforcement actions and sets graduated penalties for initial and recurring violations of water theft pursuant to California Government Code sections 53069.45 and 53069.46. The fines and penalties range from $130 to $10,000 depending on type of theft, number of recurrences by an offender, and timeframe. The highest penalty of $10,000 is associated with more than two (2) unauthorized connections to Agency fire hydrants performed by the same offender. The ordinance includes an enforcement and appeals process.
