Local Agency Officials Training

SB 827 (2025), relating to ethics and fiscal and financial training for local agency officials

Overview

The Government Code requires that specified local agency officials receive two hours of ethics training every two years, with the first training occurring within one year of the official commencing their service. Local agencies must maintain records of such training.

Expansion of Requirements

Effective January 1, 2026, SB 827 mandates that department heads and similar administrative officers of local agencies complete ethics training within six months of service commencement and every two years thereafter. Additionally, SB 827 requires fiscal and financial training for elected officers, legislative body members, appointed officials involved in financial matters, local agency executives, and designated employees. This two-hour training, covering financial administration, budgeting, reporting, capital financing, debt management, pensions, cash management, investments, fiscal planning, procurement, contracting, and related laws, is mandatory every two years. Local agencies must keep records of these trainings for at least five years and provide public access to these records via their websites.
